It will still leave some residual.

I had this issue of water soap overflowing and leaking out of the dispenser.
Pull the dispenser drawer towards you until it stops.
Replacing the water inlet valve fixed my problem.
Wipe any moisture with a dry towel or cloth after cleaning.
The detergent tray will completely remove from the front of the washer.

If one opens the dispenser in the middle of a cycle then yes you will find water like that in the cup.

With drawer pulled out after initial fill and wash water enters back of dispenser in a trickle for rinsing never flowing through top right roof section of cavity through holes to drop into fabric softener well.
Clean each component with warm water and a soft bristled brush.

I ve removed the entire drawer tray and cleaned it out.
Press down hard on the disengage button and pull out the detergent dispenser drawer.
The spray may cause enough water to fill the dispenser tray but not enough to start the siphon.
The bleach is separate on my washer from the detergent and fabric softener.
While pressing down on the tab mentioned above pull the drawer toward you.
Valve assembly should fix this.
Hold the dispenser level and note how much water is left when the siphon is lost.
There are no visible clogs or blockages.
